Import Pets to Malaysia

I have recently imported my dog from the US to Malaysia.  There's not much information on the Net to explain how the whole process works.  This blog is created to fill the gap of missing information provided by Department of Veterinary Services (DVS) Malaysia.


Know Before You Go

Malaysia has different import regulations for different countries.  Visit Import Regulations For Cats & Dogs to find out what regulations are applicable to your country.  For dogs from the US, the DVS requires a microchip and rabies vaccination.  Since the US has its own domestic microchip system, it will not be accepted when my dog is exported to Malaysia.  I had to implant an "international" microchip for my dog (an ISO (Std 11784 & 11785) compliant microchip).  I also gave my dog rabies shot 4 months before my departure date.

The DVS also requires that a health certificate be issued by a USDA accredited vet 7 days before my departure date.  Call your vet to find out if they are USDA accredited.  If they are not, ask them to recommend other vets that are USDA accredited.  It's easy to get a health certificate because your vet will take care of everything for you.  You just need to bring your pet to your vet 7 days before departure.  The cert costs about US$100.  Once your vet signs the cert, you can either FedEx it to the USDA office to get it certified, or you can bring it directly to the office to get certified.  Since I want to get the cert certified on the same day, I decided to drive to the USDA office to get the official stamp.  You do not need to bring your pet there.  Just bring the health cert and you will get the official USDA stamp for US$38.

Remember to make copies of the health certificate as the airlines will need to keep them when you travel.

Besides the health certificate, you will also need to apply for an import permit from DVS Malaysia.  You can either obtain the import permit directly from the DVS office or you can download a copy from DVS' website. * The import permit should be applied one month before your departure date.  There is a nominal of RM5 for the import permit and you can usually get it approved within 2 to 3 business days.

[* You won't be able to find the Import Permit form for pets from the link above anymore. The import permit is now handled by MAQIS (Malaysian Quarantine And Inspection Services).  MAQIS' website is poorly designed and it's not very user-friendly.  I can't seem to find the import permit form there.  You might have to call them up to find out.  With MAQIS, all import permits have to be obtained through an approved agent (please read our readers' comments for more information).  You can visit IPATA's page to search for approved agents.  One of the agents that one of our readers recommended is CTI Logistics Sdn. Bhd.  They charged a reasonable service fee (RM60) for filling out the import permit application form.  Please note that this service does not include the application fee that MAQIS charges (RM40).  So you will have to fork out a total of RM100 for the whole import permit application process.  You can visit MAQIS' page and click on the first link that says "FI PENGELUARAN LESEN ATAU PERMIT IMPORT DAN EKSPORT" and you will be able to download a PDF file that lists all the fees that MAQIS charges for importing various types of animals. ]

Once your import permit has been approved, you will also need to reserve the quarantine space for your pet.  Below was how the reservation form looked like when I did my reservation:


The cost of quarantine was RM79.00 per week.  You do not need to pay when you request your reservation.  You pay at the end of the quarantine period (7 days).

Travelling With Pets

If you plan on travelling internationally with your pet in the cabin of the airplane, your choice of airline is very limited.  At the time of writing, I was able to find only one airline that allows small pet in the cabin: Korean Airline.  All other airlines that travel between the US and Malaysia do not allow pets in the cabin.  Your pet will be placed at the cargo compartment and you will not be able to attend to them during the flight.  Korean Airline's has its own restrictions on the weight of the pet that you can bring into the cabin.  If your pet weighs more than 10lbs, you will have to checked it in.  If you need to travel domestically, check with your domestic airlines to see what kind of restrictions they have in place for your pet.

Most US domestic airlines charge above US$100 for in-cabin pets.  Make sure you tell them about your pet during ticket reservation.  You can usually pay the extra amount during the time of reservation.  For Korean Airline, they charge US$200 for in-cabin pets.  You cannot pay the extra fee when you reserve your ticket.  You will need to pay at the counter before you board the plane.  Fortunately they accept credit card at the counter.

Make sure you make copies of your health certificate and rabies vaccination records when you travel so that you can hand them to the airline personnel at the counter.  Have the original copies of the health certificate, rabies vaccination records, and import permit handy just in case the airline personnel wants to see them.



Arrival

When you arrive at the airport, make sure you approach the proper personnel after you collect your luggage.  The DVS personnel will not wait for you at the airport.  When you walk pass the luggage inspection line, tell the personnel there that you have a pet with you and it needs to be quarantined.  They will direct you to a different personnel and you will need to hand your pet to them.  Your pet will stay in a temporary office room at the airport (for about 30 minutes) before the DVS people can pick it up.  You will not be able to accompany your pet to the quarantine area.  If you arrive during day time, you might be able to pay your pet a visit on the same day.  If you arrive during night time, you can visit your pet the next day.


Visitation During Quarantine

You are allowed to visit your pet during hours specified below:

Here's the address of the quarantine area at KLIA:

Animal Quarantine Station
Jalan Pekeliling 4, Klia, 
Sepang, Selangor

It will be tricky putting the address above into your GPS.  You will need to put KLIA as the city (instead of Sepang) or you won't be able to locate the address above.  You should be able to find Jalan Pekeliling 4 when you put KLIA as the city.  However, since there's no street number, your GPS will only bring you to the beginning of Jalan Pekeliling 4.  The Animal Quarantine Station is actually located at the end of Jalan Pekeliling 4.

I suggest that you study the map before you go, so that you won't be confused by your GPS.

Print out the physical map and you won't have any problems finding the place.  Since the quarantine station is very close to Sepang F1 Circuit, make sure you visit your pet when there's no racing events or you will be stuck in traffic for at least 30 minutes.

At the end of Jalan Pekeliling 4, you will see the entrance to the Animal Quarantine Station:

Do not enter the entrance because you don't have a pass yet.  You need to get a pass by visiting an office located on the right of the entrance.

Drive down the slope on the right of the main entrance and you will see this entrance:

Park at the parking lot and walk through this entrance.  You will see a deserted canteen on your left.  Walk pass the deserted canteen and you will see these steps:

Walk up the steps and you will see the entrance to the office:

Make sure you remove your shoes before entering the office:

The personnel will issue you a pass when you present your quarantine reservation form.  You will also need to submit your IC (or passport), which will be returned when you return your pass.

Once you have your pass, drive your car next to the small building on the left of the main entrance of the quarantine station:

There will be a security guard there to check your pass before he allows you to enter the quarantine station.  Ask the guard where the dog house is and he will give you directions.  Please note that you will not be allowed to drive into the quarantine station (except for the last day of visitation, when your pet will be released).

The guard will not accompany you to the dog house.  You will need to find it yourself.  Here's how a dog house looks like:

It was actually cleaner and more spacious than what I had expected.  Remember to bring a towel or a soft bed for your pet because there is no carpeted surface in the room.

You can bring your pet anywhere outside of the room, as long as it stays within the quarantine station:

Just remember to bring your own shampoo, towel, and hair dryer (power outlet is provided in each room).


Last Day of Quarantine

Before you know it, 7 days is over and your pet is free to go.  On the last day, you can show up as early as 8:30am.  You will need to stop by the office and pay your dues before they let your pet go.  Here's how much you would be expected to pay:

Quarantine Stay: RM79
Transportation from KLIA to Quarantine Station: RM30
Examination Fee: RM20
Flea Medication: RM40

Total: RM169

You can drive your car into the quarantine station on your pet's last day and load your things there.

Conclusion

Overall, it had been a pleasant experience during the whole quarantine process.  You do not need to worry about your pets being mistreated.

    i will bring my pet back to msia soon. Due to no direct flight from my current location to msia , my pet will travel alone and i might 1week late to be there. From your experience, do i need to prepare the dog food along with her ?
    & during her quarantine period ? or they will make their own meal for pets there ?

    1. I don't think the airline will allow your pets to be fed while he's on board. But you can check with them and find out.

      During the quarantine period, if you don't provide your own food, the DVS personnel will provide theirs. Not sure if your pet is going to like it though. To play it safe, just send the food together with your pet and let the airline people and DVS people take care of the feeding.

  2. Thanks so much for your writeup an photos. So useful! I am planning to bring in my dog and cat from Hong Kong, and the 7 day quarantine - well, it doesn't seem to be too bad after all. May I know, in your opinion, whether it is good to visit your dog daily? I read somewhere that it may be better to leave them on their own, as daily visits may prove to be more stressful for them.

  3. I visited my dog every other day because I was worried that he's going to get over-anxious if he didn't see us for the whole 7 days. Since it was a new environment for him, I wanted to see him to make sure he's not falling sick. I am glad that everything worked out OK.

      You can download a copy of the health certificate from Canadian Food Inspection Agency.

      The health certificate needs to be completed by a veterinarian licensed to practice veterinary medicine in Canada and then presented to an official government veterinarian to be endorsed. There will be a fee applied for this service.

      For further information or clarification on this procedure, you can contact the relevant CFIA Office for the province in which you reside.

  5. Hi Hong, thanks so much for this info! I am in KL and my husband is arriving in 2 1/2 weeks with out dog. I will go to the Vet Office tomorrow with the Form A. Where can I get a copy of the quarantine reservation form? Is it possible to fill this out and make a reservation BEFORE getting the permit?

    Also, how do I get the original permit to my husband? I will send him a copy via email, but will that be enough?

    You can get a copy of the quarantine reservation form from the DVS office. You can probably get one from their website as well, but most of the links that I posted here don't work anymore because they have done some re-organization of their site lately. They don't bother keeping their old pages and redirecting their visitors to the new pages.

    You can trying filling the quarantine reservation form out and submitting it before you get the permit. They probably won't give you any trouble since the permit is easy to get (as long as your dog is not on the "ban list").

    When you get the permit, just email him the copy. Their site says that they need original copy but they really don't. I arrived at the airport with my dog without the original copy and they let me through. My wife had the original copy at the time. They said we could just submit the original copy when we visit our dog the next day. They ended up not taking our original copy after all.

    We would like to share our experiences as well and hope it will be helpful. Last month, we sent two of our dogs (20 lb and 55 lb) back to Malaysia from the US. Due to several reasons, we did not travel with the pets.

    1.
    If you do not travel with the pets on the same plane, more than likely the pets will have to go into air cargo (still on a passenger plane though).

    2.
    We called several airlines and pet travel agencies for quotes. Prices are pet size / weight dependant and range from US$2200 (to Singapore only) to US$6000 (delivery to door in KL). Some airlines like KLM only deals with pet travel agencies. Price range is wide, so check with a lot of companies.

    3.
    We ended up with Pet Air Carrier from Atlanta. They were the most reasonable and offered to pick our dogs up in CLT for the KLM flight from ATL – AMS – KUL. Quote was about US$3300 and includes transport up to KLIA. Dogs were taken out for walks in AMS pet hotel. Services do not include paperwork to release the pets at KLIA aka customs, quarantine and so forth. All told, we were very happy with their services.

    4.
    Since travel requires the usual vaccinations and microchips, we obtain those at the local humane society and animal shelter. A lot cheaper but some hassle. We also applied for the USDA certificate 6-7 days before travel. The pet travel agency told us 1 certificate will suffice but our vet said 1 certificate per dog. Going through the form, you can have multiple pets (of the same species) on 1 form. Since the price difference was only $38 (USDA fee) extra, we got 1 certificate for each dog.

    5.
    As for crates, since ours did not have holes at the back side, Pet Air Carrier drilled a few holes for ventilation. We placed newspapers, blankets, food and water inside. Leashes, medicine and documentation were placed in a zip lock bag attached on top of crates.

    6.
    On the Malaysian side, we had family apply for the import permit at the local veterinary office. Documentation required were pictures of pets, vaccination records, local address, MyKad # and $5 permit fee. Permit forms were provided at the office. The person receiving the pet in Malaysia will keep the original permit. We provided a scanned copy to KLM (departing airline). To reserve quarantine spots, we emailed the form to quarantine office at KLIA: skhklia@dvs.gov.my. They will return an acknowledgement email.

    7.
    A few days before departure, KLM contacted our family to make sure they will be receiving the pets. They also offered a forwarding service (Dr. Sockalingam hp. 012-371 5566 ). Since our family were very busy, we opted for the service. Ended up about RM1000 for KLIA animal hotel, forwarding services aka customs, quarantine, dog food, delivery to house). The US pet travel companies charge about US$1000 for those services.

    If you find yourself adventourous, here are instructions received from the KLIA quarantine department on how to clear your pets from KLIA Cargo complex:
    "Collect your MAB visitor pass before entering the Cargo Complex. For more information please call 03-87768286. Head to Animal Hotel (03-87771847) to collect your documents (Airway Bill and other documents accompanying the dogs). Go to Cargo Free Commercial Building EDI office at 3rd floor to prepare Custom Form (03-87874102). At the same building go to 5th floor MAQIS office for approval from quarantine officer (03-87872376). Next to 6th floor Wildlife Dept office to release from the system. Lastly to ground floor custom office for approval from custom officer."


    ... dogs arrived happy and safely in Malaysia.

    1. It's OK to arrive at non-office hours. I arrived at 10pm and there were officers there to process my dog. If you are not sure, you can call the office and confirm.

    1. There is a quarantine facility at Penang International Airport. If you choose to have your dog quarantined in Penang, you will need to get clearance from the Animal Quarantine officer.

      Here's what the DVS website says: "Pets are required to land and clear entry at the point of entry specified in the import permit. Transit of the pet to other points of entry is not allowed without clearance by the Animal Quarantine officer at the specified entry point."

    I would like to know if it possible to go from KLIA to the quarantine area without a car? In your opinion is there any taxis around and will the price be outrageous? The quarantine place in your picture looks kinda isolated. Upon arriving in KL i won't be able to drive for a while since I been living abroad for 10 years and driving on the right side kinda freak me out a bit but i wish i could visit my cat during 7 days quarantine:(

      Another question.. Do you remember if the Malaysian Custom gave you any problems during the clearance? Like lots of questions or possibilities of them not going to let your pet through (if you have all the documents and fulfill all the requirement of course)? There's a pet relocating service that wanted me to use their service as they said that 'inexperienced' person could not handle the clearance by them selves.. which i doubt.

      One more thing, i recently learn that since yesterday (1st of October 2013), the Import Permit is now being issued by the MAQIS (Malaysian Quarantine And Inspection Services) instead of the Veterinary Service. Well when I call the MAQIS people, they said that they cannot issue the permit to a non-agent person, which I found stupid cause the agent that they recommended wanted to charge me RM330 for a RM5 permit and the gas (I know the gas price increased recently, but still..). I'll hassle them again tomorrow and I'll try to keep your readers up to date with the recent changes :)

      The Malaysian custom didn't give me any problems at all during the clearance. The agent was just trying to scare you. It's a shame that MAQIS requires you to hire a agent to get the import permit. It is a simple process and there's no reason why we need an agent to do the job for us.

      I hope you will be able to get the permit without an agent. It's a scam to have to pay RM330 just to get a simple piece of paper.

    For the 1 week quarantine, how do they count the days? For eg, if I arrive on a Monday, will I be able to collect my pet next Monday, or next Tue?

    1. If you arrive on Monday, you will get to collect your pet the next Monday. They count the number of days and not the number of hours. Even if you arrive at night (say 11:59pm) on Monday, you will still get to collect your pet the next Monday (when they open in the morning).

      So if you arrive late at night, your pet actually spend less hours at the quarantine center. I certainly hope this hasn't change. We would like to keep it that way, wouldn't we? :)

I was one of those who got caught by surprise on the change of procedure for the import permit (had to rush from the DVS office in Putrajaya to MAQIS instead) and wasn't aware about the new agent requirement to submit online as well. What happens now is that only appointed agents can put through the application (only online) for the import permit (this means my Borang A was not accepted and was just used for reference purposes by the agent). An application is filled up by the appointed agent then submitted instantaneously to MAQIS. Once MAQIS receives the application, they will approve or reject the application on the spot and if approved, they will immediately print out the import permit for you. I was fortunate enough to bump into a very nice runner for one of those agencies (when I was freaking out at the MAQIS counter on their new process) and paid the agent (or rather his runner) MYR60 to submit my application online for me (this was completed within less than an hour) which I felt was rather reasonable considering the last minute rush and the runner having to go back and forth to his office etc. I received my import permit from MAQIS about 10 minutes after the agent submission. Hope that helps.

  13. I suppose a good place to start would be the IPATA website. Search for pet shippers under KUL. The company that helped me out was CTI Logistics which is also in that list. Just to further note on the quarantine spot booking, if you are bringing in a medium to long haired cat, please ensure you state air conditioned cattery in your application form so that your cat would have a more comfortable stay for the entire quarantine period.

    Thanks so much for the detailed info on this process. There is truly nothing useful on the official websites for overseas transporting of our pets back to Malaysia. Getting straight answers from MAQIS the people who handle import permits, is impossible.

    My mother phoned two agents and both have offered "package" services, one quoting RM300 and the other about RM360. The latter is the quote from shipping company, CTI, mentioned above. Additionally, they recommended to her their door to door shipping service, which would cost even more. The package from both agents include getting the permit and quarantine space booking, plus additional service of handling pet upon arrival, and customs clearance.

    My question: Is the pet handling and customs clearance necessary? It feels to me that as long as you let customs know about your pet and confirm they will be taken to the quarantine space, the service seems a bit redundant. Surely, KUL airport officials know how to do their job…or am I falsely putting too much faith in them?

    I may end up paying for the package, as my 60 year old mother has been extremely anxious and confused over the process. Without helpful staff at MAQIS, and Putrajaya being so far away, I don't think she will be able to handle the quarantine space application on her own either.

    Would you mind elaborating a bit more on the procedure upon arrival and customs? With your insight, I can at least inform myself a bit better on what I'm paying for. Thanks so much!

    Since I was travelling with my dog at that time, there was really no need to get the "agents" involved. At that time, hiring an agent was optional. Now that MAQIS requires all importers to go through agents, you will have no choice but to get one.

    Before I brought my dog in, I asked my wife to submit the import permit for me in Malaysia. She just got the form from the DVS office and submitted it manually. It was approved within a day. With the import permit, she was able to make reservation for the quarantine space. She then emailed me a scanned copy of the forms and I brought the forms with me when I traveled.

    When I arrived at KLIA, I had to inform the personnel at the custom clearance that I was bringing in a dog. (There was no one there to give me a warm welcome). They directed me a small office close to the custom clearance exit so that they could take a quick look of my pet and do some paperwork. This was where I showed them the import permit, quarantine space reservation, and health certificate. I then left my dog there in the office. He was later transported to the quarantine station at Sepang.

    The process was simple and straight-forward. I am not sure why MAQIS now requires all pet importers to hire agents. All the agent would do is to file the import permit and quarantine space reservation for you and claim the pet when it arrives at the airport. If you are travelling together with your pet, there's really not much the agent would do during arrival. He/she just needs to get your flight number, give you a warm welcome at the gate and direct you to the small office next to the custom clearance exit to do some paperwork. If you are not travelling with your pet, I am guessing the agent might have to do extra work to locate and claim your pet at the airport. This is a process that I haven't gone through and I won't be able to provide you with any insights.

    If you are coming back with your pet, I don't think you need the "door to door shipping service" provided by the agents. Just go pick up your pet at the quarantine center yourself after 7 days. There's no need to get the agents involved. You pay them only for the basic service that's required by MAQIS.

    I`m going to go Malaysia with fox terrier. Maybe you can help in a few question:
    Did you pay for the customs clearance in KUL or some additional fees in airport on arrival?
    How to transport a pet across the country? Can you move by public transport with pet in a cage?

    1. I paid when I applied for the import permit before my departure. Then I paid again at the quarantine center after the 7-day quarantine. I didn't make any payment at the airport at all on arrival.

      If your fox terrier is small enough and it doesn't make much noise, you might be able to get away with public transportation. But if it's too big and noisy, you might not be able to get on the bus or train. Most public transportation in Malaysia does not welcome pets. You will also have to be sensitive to the fellow Muslims in Malaysia because dogs are considered "unclean animals". You probably don't want to let your dog sit next to a Muslim on a bus because you are going to get kicked out. :)

    2. How much did you pay before departure for the import permit and agent service?
      I contacted http://www.armstrongpet.com/ and they sent me an invoice for the amount of $ 1,030.00. Services includes: Import permit, airline handling charge, arrival fees, custom clearance, veterinary charge, transport to quarantine, quarantine charges (7 days) and delivery to residence in Penang ($400).
      I don`t know if this is normal price.

    1. Have you heard about complications of transporting a pet via Hong Kong if it is going with the cargo hold?

    1. I haven't tried transporting my pet using cargo. Not sure what kind of complications you would run into. Maybe our readers of this blog who have tried it can share their experiences.

      The transportation fee for my pet's in-cabin flight was USD$300 from the US to Malaysia. USD$400 from Hong Kong to Malaysia is a bit pricey but not outrageous. My import permit was RM5 because I didn't need an agent to apply for me. Now that they changed the rules and everything has to go through an agent, that's probably why the fee went up.

      If you want to play it safe, why not put your pet in the cabin with you? Some airlines accommodate small pets in the cabin (Korean Airline is a good example. I don't think Cathay Pacific allows pets in cabin though).

      Keep us posted when you find out more about shipping your pet via cargo!

I'm planning to bring my cat home this February but there is not much information on how to transfer pet from Ireland to Malaysia. And since the pet relocation is now handled by MAQIS, I'm confused about the requirements needed to apply for the permit.

      Bringing in a cat shouldn't be too much different from bringing in a dog. The procedure should be exactly the same.

      DVS used to have information on how to apply for the permit. But after they redesigned their website, the old links don't work anymore. And I can't find much information from the MAQIS website either. You might want to contact them directly at: feedback.maqis@moa.gov.my. If you don't hear from them in 24 hours, you might want to call them up at: 03-8870 1000 They should be able to communicate with you in English. You can also visit their contact page at: http://www.maqis.gov.my/ibu_pejabat_maqis.

    Thanks for these great info and updates. I have some questions regarding the import permit. If I am overseas, can I ask my uncle in Malaysia to apply for import permit in DVS in Malaysia? AND, should I put my Uncle's name as the importer or my name? Will they check the import permit with your ID at the airport? I plan to bring them myself as checked baggage, and my uncle is not travelling with me, he will wait for me at the arrival hall. FYI, I am not Malaysian, I am just visiting my uncle for a few months and bringing along my pets.

    1. Yes, you can ask your uncle in Malaysia to apply for the import permit for you. You can register the permit under your name but use your uncle's home address in Malaysia. That way, they will be able to match the name of the importer with your ID at the airport. It's OK if the address on your passport doesn't match the address in Malaysia.

Bhd. for aplying the import permit for my small dog, and is being quoted USD 340 for the import permit, arrival clearance and the 10 days quarantine. I think the price is ridiculous given the import permit cost RM5, quarantine cost approx. RM5-7 per day. The above quotation doesn't include delivery to home, so we will be picking up my dog from the quarantine area.

    1. Hi CYO! I also had such experience with CTI Logistic. The cost was 300$ but they have a good service. All was ok! My dog - fox terrier - is happy and healthy. They reply on e-mail quickly and there wasn`t any problem. They sent a photo of my dog on arrival and delivered it to quarantine.
      Rules are changed and IP can take a special agent only. So you should pay for their service.
      About delivery - yes it`s a bit expensive. I rented a car and did it on my own - it`s not a problem))

    3. When I was looking for an agent I contacted http://www.armstrongpet.com/ and they sent me an invoice for the amount of $ 1,030.00
      so CTI Logistic with 340$ is better. Price also depends on air condition in quarantine unit. I booked normal unit. And they reduced cost to 300$.

      I have asked for quotation from another company, ridiculous amount, I think it was like USD$1000++, so CTI Logistic is great after all, I rang up the lady at CTI and she explained to me of all the costing and they all sound reasonable knowing that all processes cost time and money. A great tip that I have learnt, that on their quotation, the will most likely be quoting you in USD, if possible ask for the MYR quote because you will be surprise how much cheaper as CTI logistic currency conversion on the quotation is like RM2.5 equal to USD1. So if you have relatives and friends to assist you with the payment in Malaysia, getting the quotation in MYR may save you a few hundred MYR.

  28. My dog is now home and very very happy (according to my family). I would highly recommend CTI Logistic Sdn. Bhd., great services and charge a fair price after all, given there is only 3 agents to choose from. If anyone ever needed to transport dog from Australia to Malaysia, I would recommend All Animal Transport, they do a great job too, couldn't be much happier.

  29. I really enjoyed reading your blog, together with the links provided & comments of fellow readers it gave me a much better understanding how to proceed with importing a dog. We only will be relocating from Europe to East Malaysia (Kuching) in 2015 together with our 3 year old chocolate Labrador but thought it was a good idea to start collecting usefull info now. Unfortunately we are not living in UK or Ireland so we don’t belong to the originating “A”-countries (like they don’t have rabies) for where quarantine is not necessary… The photos, description & comments you gave of quarantine station at KLIA also was very useful and reassured me even more. Unfortunately looks like we might need to quarantine our dog for minimum another month (upto 6months!!) when arriving in Sarawak, well according to the net cause we keep getting conflicting information all the time (unbelievable but true). Yep getting your dog via Peninsular Malaysia to East Malaysia is not easy. “One Malaysia”…eerrrr not really. Anyways we plan another trip to Kuching this summer & hopefully local authorities can give us correct and trustworthy info on the quarantine matter in order to avoid disspointment!!!     I know it's been a while since you posted this but I'm having a lot of difficulties and feel completely lost. I have been e-mailing back and forth with someone who works in MAQIS and he send me an e-mail address for an approved import agent, whom I sent an e-mail to over 1 week ago. Since I'm leaving for Kuala Lumpur on April 8 with my two cats, I'm very concerned. I haven't heard anything, I still don't have a permit. I also wrote to the quarantine service over 2 weeks ago and haven't heard a thing. It all seems extremely complicated and unprofessional. Both cats got the rabies vaccine as required, I have the health certificates ready and sent them to the import agent. What to do? Do you have any advice since no one will answer and help me?

      Only agent can do for you an Import Permit and reservation of Quarantine space. A have a positive experience of importing dog to Malaysia with CTI Logistic - http://www.ctikul.com/ - try to contact them. Usually they reply very fast.

    Still, I manage to have a few questions of my own. A little background information: I have been in KL for a few months. My friend in New York City, where I lived for the longest time, will be bringing my retriever with her in mid May on a Cathay Pacific flight. My questions:
    1) Do the Malaysian authorities recognize 3-year rabies and Parvo/distemper vaccines? He had the shots in October 2012 and they are valid until 2015.
    2) Does the canine traveler check in together with the human traveler at the baggage terminal, or do we have to bring the dog in flight crate to the airline's cargo terminal?

      I just brought my cat with me via Cathay from SFO. My cat went Cargo. Picking him and and dropping him off for quarantine was much more complicated then what the blog has listed when the animal is carried onto the plan. You will have to go through a multi-step process. First to answer your second question. I had to drop off my cat at the SFO Cargo area for Cathay 4hrs prior to my flight. Then when i arrived the cat wasn't at the baggage claim area. I had to drive over to the Kargo area which is near the LCCT several kilometers from the main airport. Before I could enter the Kargo area I had to get a pass which can be retrieved from 2nd floor office near the Maybank which is to the left of the Kargo area (you leave your passport there). Then you can enter through Kargo entrane and go to another office to register your vehicle. From there you will go to the KLAS Kargo central processing area. The building has a green roof. You will tell them you are there for your pet. They will have you fill out paperwork and then send you to Seasons Forwarding (This is a separate building which is Cathay's cargo carrier in Malaysia). Once you pay a fee 120RM for me) then you go back to the KLAS building and retrieve your pet and pay another 20RM. From there you have a handler who takes you to an Import Release Counter where you drop off your animal. It is from there that your pet is taken to quarantine. Then the handler takes you to one more office and you fill out paperwork and you're done. You are then free to leave and pick-up your passport. The process was a bit confusing. Hopefully this will help. Just have a lot of patience. The process took me about 4-5 hours bouncing between all the different companies. I am going to pick up my cat later this week so hopefully all is good.

I too, had such a hard time looking for information and knowing the Malaysian system (I'm malaysian), the system is always changing.       Thanks for taking the time to explain! Before MAQIS took over, the form used to be so simple that even my dog could fill it out in his sleep. Now that they took over, they probably made it more complicated so that they can charge us RM40 for it.

      RM100 doesn't sound so bad now. I understand that CTI Logistics needs to pay its employees, rent, utilities, and other overhead expenses.

    We'd really appreciate advice on bringing our cat to Penang from Germany. Has anyone down this journey before? We are flying via KL into Penang.
    One agent is suggesting our cat has to stay a night in KL before being flown to Penang the next day - but we don't understand why this would be necessary as we have booked her to fly as checked-luggage on the same flight as us, which only transits through KL. Our final stop is Penang.

    2. Hi there, I contacted CTI via email then they call me for further clarification. It only takes one day to process the import permit, but CTI gives a friendly advice that the IP is valid for a month only hence advisable to apply the IP about 2 weeks before your pet arrival so that you have extra 2 weeks in case your pet quarantine period need to extend. I just got the IP today, my family helped me to collect the IP at CTI office. The payment I paid to CTI is only for the IP. For quarantine center booking I will need to do by myself. If you required CTI to book for you then a fee is applied.

    3. sorry... to answer your questions, the form is provided by CTI via email. After you fill up the form and send back to CTI, they will then proceed to apply IP. You can either choose to collect the IP by yourself at CTI office (FOC) or CTI to courier the IP to you (a fee is applied). With having the IP number, you are able to make reservation on quarantine center website. Again, if you would like get CTI to book for you, a fee is applied too.

  48. Just clarified with CTI today, they can do the quarantine center booking for you, no charge apply. You also can book by yourself via this link http://aqs.dvs.gov.my/. The steps of reservation is clearly stated in the website. I have just done the quarantine center booking by myself few mins ago. :)
    For the IP, you may handover the IP scanned copy to the MAQIS officer at the custom declaration. This could save the courier cost of the original IP that send over to you. The next day of your arrival you could bring the original copy of IP to quarantine center for check in process. (@CTI, correct me if this info is not correct)

      According to this link from DVS, importers need to make an official written application to the Director of State Veterinary Services (State DVS) in advance for approval to import restricted breeds of dogs. Here's what needs to be in the letter:

      i. Importers name
      ii. Importers telephone number
      iii. Breed of dog
      iv. Age of dog
      v. Sex
      vi. Microchip ID Number which is compliance with ISO standard.
      vii. Country of origin (exporting country).
      viii. Pedigree Certificate issued by an approved organization in the exporting country which clearly defines the dog’s microchip ID number.
      ix. Vaccination record of the dog
      x. The residence/premise address in Malaysia where the dog will be placed after import.

    Were there pets there that needed to be quarantined for 6 months, for example, when on route to New Zealand?
    I have a cat that needs to go through either Singapore or Malaysia for 6 months on the way to New Zealand, and I worry about his physical and mental health in such a place for as long as 6 months.
    Your dog looks great after 7 days....but 6 months is quite a different story.

      I didn't know that a pet could be quarantined for 6 months! It sounds more like imprisonment to me. The only human interactions that your pet gets are feeding times. Your pet won't get to walk outside of the quarantine room unless if you pay it a visit.

      What's the rationale behind such a long "imprisonment" period? Can you send the cat straight to New Zealand instead?

    2. Hi Hong, thank you for your comments. I have found a cattery in KL that will look after my cat for the required 6 months before being able to go to New Zealand. I work in Cambodia, and my cat is coming from there too. Cambodia is a non-approved country for entry to NZ, hence having to reside in Malaysia. Yes, it is a long time. I'll keep you posted what happens.

    Thanks for the great information on the website. I am grateful for your effort to constantly update the information and I have no problem to follow it and was able to get my cat shipped from US to Malaysia safely. I hired CTI to handle the logistic which made things simpler. My cat has arrived at the quarantine area during night time and checked in to the pet hotel at the cargo area. I was told that quarantine area did not operate until the next morning. CTI was able to get a free night stay at the pet hotel. I'm glad that my cat was able to stay in the AC room at the quarantine area. During my visits, I see other cats are quite struggling when they live in non-AC room. Overall this process is quite stressful to both pet owner and pet and I'm glad that it's officially over. Thanks again for the information.

  61. Aloha! I am about to embark on importing 2 cats to Malaysia. The only part that I can't seem to figure out is where to find a location of USDA offices that could endorse the health certificate. I would much rather drive there and do it in person rather than relying on fedex two ways and the speed of government workers. Is there a place that I can find the USDA locations in the US? I live in Eastern Washington State. We have lots of farms and USDA offices, so I am hoping there is one near by!

    1. I answered my own question!! At the following link are all the state USDA offices that will certify the health certificate. They recommend fedex with a pre-paid return fedex inside for them to return it. Need to include the rabies vaccine certificate for each animal. a check for 38 dollars per certificate is also needed. Made out to the "USDA". They promised a 24 hour turn around which should be quick enough. They also said I could drive and go to the office if I made an appointment ahead of time by call the number on the website.

I'm in the process of obtaining her health cert (she just got her shots last week so we're waiting for the booster shots) and can also obtain the gov't certificate after that. i'm finding it difficult to find transportation for her from sg to kl - I've been told airlines will not carry her breed, shih tzu, on the plane even though its a short flight from singapore to KL - and difficult finding a trustworthy agent in KL to help with the paperwork on this end.

    could you please share some recommendations you have?

      The price might have changed since I last wrote about it. Just let CTI know that you simply need the permit application. Tell them that you can handle the rest by yourself (maybe not the "Transportation to Quarantine Station" and "Seven (7) Days Quarantine Fee").

      Shop around for other companies if you don't think their price is reasonable.

    I have a slightly different question regarding importation of pets into Malaysia. Any help is greatly appreciated.

    My husband and I are moving back to Singapore from the US. We have 3 leopard geckos that we do not want to abandon. We are going to ship the geckos to my uncle who lives in Malaysia. That way we are able to visit our geckos.

    We have arrangements with an importer/exporter who will be handling the geckos' health certificates, as well as shipping out of the US. It is our responsibility to apply for the import permit. Here are our questions:

    1) How can we obtain the import permit? We cannot find it on the DVS site. Will we need to have my Malaysian uncle obtain the permit Form A for us?
    2) I believe reptiles do not need to be quarantined in Malaysia. Does this mean we can have the reptiles shipped directly to my uncle's residence? He lives in Johor Bahru.

      An agent is needed to handle the import permits nowadays. You can contact marcelino@ctikul.com from CTI Logistic to get a quote. You can ask Marcelino about the procedures for importing reptiles as well. I don't think they need to be quarantined, but you never know.

    Just got a quote from CTI (USD370) and RF Pets (RM1000) just for permit application and custom clearance. Frankly it's like being raped. I don't know who's to blame, the companies for taking advantage of pet owners or MAQIS who doesn't monitor these agents.

    There is that question of 'why gatal nak bawak balik pets if you don't have the money' - but this isn't about the money. It's about the principle of paying exorbitant amount for something that could be almost free. Money which could be put to better use.

    Firstly kudos to you for doing this and helping out so many people people. You really have a lot of good karma coming your way (if you believe in karma ;)
    I would like to import my cat into Malaysia from Australia. However I am kind of in a rush and just got my cat vaccinated for rabies (the move back to Malaysia is a very abrupt one, please don't judge me). However I fly off in 20 days. will this be an issue ? Australia is a WHO rabies free country though.

    To simplify:
    My cat got vaccinated less than the required 30 days before importing to Malaysia will this be an issue ?

    According to the DVS website if your domestic pet is being imported from a WHO Rabies free country it does not need a quarantine. However according to another DVS document animals from Australia need to be quarantined for up to a week. This is all very confusing.
    I know you aren't an expert but I'm really at a loss and on the verge of pulling my hair out.

      According to GUIDELINES FOR IMPORTATION OF DOGS AND CATS INTO MALAYSIA from DVS, pets from Australia needs to be quarantined for 10 days (see Item 5.1 on page 2 of the document above).

      It didn't mention that your pet needs to vaccinated for rabies for more than 30 days before your trip. It just says that the permit needs to be applied within 30 days before your trip.

      You can call the KLIA Animal Quarantine Station at 03-87872377 if you want to be sure. They might be able to provide you with more information on whom to call, if they can't answer your questions.

  69. Here’s my experience with the arrival and quarantine process:

    1) On arrival, the ground staff at the baggage claim belt told me that sometimes the pet carrier gets delivered via the conveyor belt (!?), sometimes ground staff bring it there personally or sometimes it’s delivered directly to Maqis office that’s beside the baggage claim area. After waiting fruitlessly for almost an hour at the baggage claim belt, I found out that they carelessly left my pet just outside the cargo lift that’s located near one of the belts

    2) After collecting and bringing my pet to the Maqis office, I found out that the Maqis delivery van will not come to collect until much later in the evening. I was hoping to visit my pet on the first day (and timed my flight for noon arrival) but couldn’t visit as it’s past the visiting hours. It seemed that the driver was out running his own personal errand using the van.

    3) The next day, after visiting my pet at the quarantine station, I found out that my pet pee’d in the pet carrier the previous day as the wait at the airport was too long. The handler washed him but he smelled of urine still. I washed him myself on the 3rd day and noticed that the tap water was rather dirty and frankly is not fit for consumption. So bring your own drinking water for your pet.

    4) The staff make 2 rounds every day (morning & afternoon), cleaning and providing food/water to the cats. I visited my pet every day during the 1 week quarantine except for 1 day. For the day I was absent, the staff did not refill the water or food as they assumed I would be doing it. Luckily I used my own water bowl which lasted 2 days. The clip-on water cup they provide is rather small and would last only 1 day.

    5) I noticed that the staff was quite careless at times. One of the quarantine room has several cats, and the water cup for one of the cats wasn’t topped up on a couple of occasions. I did it myself for that poor cat.

    My advice is to try your best to go check on your pet on daily basis at the quarantine station if you can!

    Overall, despite all the slip-ups, my pet made it through the flight & quarantine just fine.

      It looks like Bull Mastiff is listed as a "restricted breed" at DVS' GUIDELINES FOR IMPORTATION OF DOGS AND CATS INTO MALAYSIA.

      It says that Neapolitan Mastiff is a "banned" breed. Not sure about French Mastiff though.

      You might wan to call the KLIA Animal Quarantine Station at 03-87872377 to find out for sure.

    Based on my friends who had done this early this year,nothing was so complicated. They had done everything by themselves without any agent.but from the comments above i need an agent for the import permit.

      USD 545.90 sounds like a hefty price tag! Ask the agent to see what it would cost if you just need them to apply for an import permit. Tell them that you can do the rest yourself. I am not sure why they need to send their staff to meet you at MAQIS KLIA. You can just hand the cats to MAQIS yourself. Also, why does the agent need to be present during release of your cats? Can't you just go pick them up yourself?

  72. Dear all, I had the most unpleasant experience bringing my dog back from Korea especially with MAQIS. First of all, my auntie who was the person bringing my dog in was flying in with MAS and my dog was tagged as her plus one. I was at the airport waiting excitedly for her only to be told after the flight landed that because people purchased so many extra luggage, so my dog couldn't get on the flight. That is on MAS. So we made noise and MAS had to do an emergency flight for her. So we were told that she would be flying the following day but this time we couldn't get clearance to go and get her at the tarmac. The day after she arrived, we went to MAQIS to visit her only to find out that Incheon Airport messed up and sent another person's dog. So we had to go to MAS to do another emergency flight for the following day. But yet again, we were told by MAQIS that they couldn't get clearance for us so we can't see her till later. Another day passed and we couldn't get hold of the person that we were talking to from MAQIS so we were really worried because accordingly after the 3rd time of complications, we were told she is already here. So we had no choice that we went straight to the HQ and the HOD told us not to worry and that he will go over the next day to sort it out. Yet again, turns out the staff from MAQIS did not submit the paperwork to Incheon Airport and my dog is still in Korea! Imagine my frustration and anger. The MAQIS staff outright lied to us and did nothing to help. So another round of emergency flight but yet again, something went wrong until finally we paid proper seat for her so that we could get her back asap. But she ended up staying over at the KLIA quarantine still and confirm will be back tomorrow. I cannot begin to express my anger towards MAS, Incheon Airport but especially towards MAQIS. So no, my experience with MAQIS is definitely unpleasant.

    The second time around when Incheon Airport made a mistake and they sent a poodle instead, and the poodle was suppose to go Singapore, the staff from MAQIS lied to the poodle's owner that because of haze so these few days MAS can't fly but in actual truth, he did not put in the paperwork. It is a horrible experience. I am just glad and thankful my dog made it back here in one piece.
    We made so many calls just to make sure that things get done. I don't wish it on any pet owners but if it ever happens, don't be afraid to call and make noise or yell or give them a piece of your mind. This is our 'kid' we are talking about, not some random luggage.

    Thank you so much for blogging on your experience, it's very helpful and informative. I am currently trying to apply for import permit from Sarawak for my 5 months old pup. He has done his full vaccination and rabies vaccination. However, due to the previous rabies outbreak, Sabah and Sarawak banned any import of dogs from Peninsular. And some of the agents under MAQIS mentioned that the banned might be ongoing till March 2016. It's sort of heart breaking as I'm not keen to leave my pup behind.

    1. I would like to know (if you manage to get some info on it) when will be the banned be lifted?
    2. Any agents whose willing to help me to get the permit despite the banned as my pup has gone thru the vaccination.
    3. And suggestions on proper and reasonable pet boarding if I have to leave my pup for long period due to the banned.

      I didn't know that importing of pets from West to East Malaysia has been banned. If the government has banned it, I don't think any agents will be able to help you (unless if they are smugglers).

      You will need to leave your puppy in East Malaysia until the ban has been lifted. There's a pet boarding facility in Shah Alam called G Pet Hotel. Their facility looks clean and their rate is quite reasonable. Pay them a visit and check it out for yourself. And don't forget to drop by and share your experience with us after the whole process is over.

  76. Hello Hong! Thank you very much for your helpful blog. I will be traveling with my dog to Malaysia in February. At the moment I am trying to arrange a way to fill out the permit application. I've consulted with someone who wanted to charge me over RM1000 for this which seems to be a very high price.

    Are you aware of any other way to have the permit application completed? I do have family in Malaysia and I've seen it mentioned that people have asked their family for assistance in this matter. Are you aware of the process to have someone in Malaysia obtain the application?

    Also, my dog is an Emotional Support Animal and in addition to being like a family member to me, she is very important for my health as I have an anxiety disorder. Do you know of any way to shorten or skip quarantine due to this reason? I am coming from USA. It will be difficult for me to be away from here for 7 days.

    1. Hi,

      It shouldn't cost RM1,000 just to fill out an application form. The agent probably provides other services like picking up the pet for you at the airport and the quarantine center for that price. Just tell them that you don't want the "extra services." You just need someone to fill out a simple form for you.

      Since MAQIS took over, I don't think they allow anyone other than the agents to fill out the application form for an import permit (I personally think it's stupid).

      Thank you so much for your kind reply! You were absolutely right. It looks like they were including extra services in the charge. CTI Logistics has advised that they will charge just over 100USD to fill out the form.

      I agree that requiring to go through an agent is a very silly process, but thankfully 100USD isn't TOO awfully high of an amount to pay.

      I've also contacted the Quarantine office and advised that my dog is an Emotional Support Animal and was told that unfortunately every animal must go through the quarantine (even service animals such as guide dogs for the blind!). I will try to contact MAQIS directly today and see if they offer any other alternatives.

      Thanks again for all of your help! I will try to keep you posted on the outcome to hopefully help others who are in the same situation, and I definitely plan on making my own blog with my experience. Your blog has been infinitely more helpful than the government websites have :)

      I thought CTI Logistics used to charge only RM60 for filling out the form. I didn't know they have raised their fee to USD$100. When you contact MAQIS, please find out if the process has changed (requiring an agent to fill out a simple form). If an agent is not needed, then you can save the USD$100 by filling out the form yourself. Also, find out if there are other agents that they can recommend. Maybe you will be able to find one that charges less.

  78. Thank you for this great blog. I am moving to KL this summer and we are bringing our dog. I have 2 questions:
    1. We have heard that the quarantine period is more likely to be 14 days that the 7 days we can read about. Do you know if dogs usually stay there for more that7 days?
    2. We are concerned about the wellbeing of our dog in the quarantine period (mostly that no one will cuttel it and play with it). I can read that we can visit it every day, but our veterinarian recommend that we do not visit it, because it can be heard braking for the dog that we leave it every day. Do you know if anyone have a service we can buy where they offer to visit the dog every day to play with it and make sure it is happy?

      My dog's quarantine period was only 7 days. Not sure if the rules have changed.

      I am not aware of any service that you can purchase to send someone to play with your dog. If I were a dog, I probably won't be too fond to play with a stranger in a strange environment. I think your dog would love it if you can pay him/her a visit everyday. It might break the dog's heart to see you leave everyday, but at least he/she can look forward to your visit again the next day.

    my friend sent his dog back to malaysia from taiwan today, his dog manifested as cargo, and his sister went to airport to do the clearance . His sister said she has paid at the cargo about RM 320 ,she met the dog at cargo and the cargo told her to send the dog to quarantine station by herself , there is no transport service for the pet . She said she had paid the "kopi fee " to cargo to make the process faster. She spent a whole day to solve these problem, this is really annoying. I will bring my 2 cats back after 2 weeks ,and reach the klia already 8pm , I am worried I can't finish the paperwork in the night and need to wait until morning . I think that is not easy to do the clearance same like you.

      Thanks for sharing your friend's experience! His sister shouldn't have to pay "duit kopi" for the process. The transportation from KLIA to quarantine station (RM30 for me at that time) will automatically be charged at the end of the quarantine period. She shouldn't have to send the dog to the quarantine station herself.

      I arrived at the airport at 10pm and my dog got processed without any problems. There shouldn't be any problems for you at 8pm.

  80. Thank you for a great blog. I am in the process of planing to move to KL with our dog this summer. I would like to share this information on the blog:
    As from February 2016 the quarantine staff does no longer feed, water and clean the cubicle of the dog. Ypu have to do this your self or buy an agent for this service.

I don't know why MAQIS has this regulation, it is really bad and inconvenient!!!

  81. I agree - it must be due to cost reducements. I understood that there is a new pet import law from the 1. og feb. 2016. So now we have to pay for an agent to come and feed our dog twice a day. We will also visite it, but only one a day/one every other day.

    Thanks for your blog very much,
    I got a lot of information from here and I had picked up my two cat successfully last day.
    Now, I want to share my experience here.
    my import permit was done by CTI logistical which recommended here. They provide a good service and a fair price. The import permit for my 2cats costs RM200 , if wanna get a quotation from CTI ,suggest ask the price for Malaysia ringgit , it will be cheaper . My flight from Taiwan delayed at that day, I reached klia on 11pm, but I still can process my paperwork and they also sent my cats to the office . After done the paperwork , they told me they will sent my cats to the quarantine station the next day . I picked up my cats after a week , they seem like heathy and clean, I also saw full of food and water in their bowl, the environment also clean .the process of relocate the pet actually is easy and not cost too much. I had done everything by myself except the import permit. But my friend had a complex process to relocate his dog, MAS rejected to sent his golden retriever as cargo because it is too big and heavy, so he changed the other airline. After reached malaysia, he need to wait his dog at cargo not in the airport and need to pay some fee at there. Compared manifested the pet as cargo, I think it's easier to bring the pet as excess baggage and more save. I will write a Chinese version import pet to Malaysia from Taiwan in my FB (sjlovebao@hotmail.com) to provide them information about relocating the pet and really thanks for blog!

    2. I didn't visit my cats during the quarantine time but I have double confirmed with the officer at MAQIS do my cats will be fed on 1st feb begin, he told me yes. And the day I picked up my cats , I saw a stuff was cleaning and feeding the cats . They had fed my cats during the quarantine time. But the news about feeding by myself I actually received from two agents email, CTI LOGISTICAL MS Sun Sun told me too.I paid RM154 for my 2 cats ( rm4 for certificate, rm70 for staying,rm50for examine, rm30for transport) After I completed my blog , I will post the link here :)

    3. awesome! i just got a confirmation from Korean Air as well. My cat is a lil overweight to be flying in the cabin with me so he will have to fly as a check in baggage. I was told by Korean Air that we dont need any paperwork as long as we don't leave the airport and go through customs.

      However I will have to makes sure that he has enough food and water for the entire travelling period because nobody is going to attend him during the layover.

      But we'll arrive at night so I am bit worried if we wont be able to complete the paperwork when we reach Kuala Lumpur.

    Does anyone here ever experience buy a puppy from oversea and import to Malaysia by airline through a Pet Travel Agency? Im not sure whether I've been fall into a cheat trick, yesterday I've make a payment up RM800 to buy a puppy from Thailand, after about 2hours payment made, the Agency staff inform me to make another payment immediately which is for pet travel insurance fee at RM1800 with 100% refundable once I receive the puppy. The agent say that a pet can't be bring in to Malaysia without the insurance. They do not even ask me to obtain the import permit at all. Does anyone here ever hear that you have buy the insurance for your pet during the travel?

    First of all, thank you very much for sharing this information. This blog would be very helpful for those who want to import their pets to Malaysia.

    I have some question you don't mind.
    I want to bring my dog from Korea and I am currently staying in Malaysia. So I will go to Korea and bring my dog myself.
    The problem I am facing now is getting the import permit. SO I called CTI Logistics and talked to MS.SunSun and she said they can't provide just the import permit but with other services.
    It is like a package.She said the import permit and transportation from Airport to Quarantine area need to be done together by an agent(chargable).
    She also told me that Quarantine station no longer provide services of feeding/cleaning the quarantine room during the quarantine period.
    So I have choice of doing it myself or hire an agent to do it for me.

    Well, I am bringing my dog into Malaysia myself and I heard people saying I can just bring my dog to the office after landing and DVS people will take my dog to quarantine area.
    Was there any changes made? Do I really need to hire an agent to do all this for me? I wonder if you or any of pet owners heard of it.. :(

      I had the same problem too when I tried to bring in my cat. I just find it silly to get an agent who was gonna charge me up to a few thousands ringgit just to fill up some paperwork. Unfortunately you will need an agent to get the permit. And only agents are allowed to transport the pet to the quarantine centre. And yeah you either get the feeding and cleaning services from the agent or you will have to do them yourself.

      I've heard of some people just walking in the MAQIS klia after landing but the pet had to be quaratined longer due to permit issue and I didnt want that for my pet. And the first thing they asked me was the name of my agent.

      I've checked several places and decided to use the service of Dr Sockalingam from Yarl Livestock Services. He used to be a quarantine officer at klia. He offered me a package but I told him that I just needed the permit, and booking of the quarantine spot. But in the email he did mention that there would be 250 ringgit handling charges which i think ridiculous. But it was still cheaper than other places that i asked.
